Tax Return Electronic Filing

Question: Does the IRS charge $9 for electronic submissions/e-filings?
My father passed away last year, and I decided to use his accountant whom he used for almost 20 years to prepare Dad’s final (2008) tax return. Problem is, I live in Florida, and the accountant lives in San Francisco, so our communications are mostly via e-mail. I noticed that the amount that was overpaid (line 72) is $9 greater than the amount I want refunded (line 73). When I asked the accountant why there was a difference, his answer didn’t make sense to me (so I won’t give it here).
Bottom line question is: does the IRS charge $9 for an e-signature/electronic filing?

Answer: No charge from IRS…. period.
Did the accountant accidentially apply $9 to next year?
